PE-sealed reports. Every one.
Every Scapular report carries Jacob Bullinger's PE seal and is backed by $2M aggregate E&O insurance. Here's what you actually receive — and what it's done for real clients.
What a Scapular report contains.
Nine document formats for nine different recipients. Every report is custom to the file — not a checkbox form, not a template with blanks.
FHA Structural Certification
Engineered statement of compliance with HUD 4000.1 §II.D.5. Documents foundation type, tie-down system, data plate verification, utility connections, and structural condition. Required by FHA underwriters before insuring a manufactured home loan.
PFGMH Foundation Certification
Certification that the foundation meets the guidelines in HUD's Permanent Foundations Guide for Manufactured Housing (1996). Required for Fannie Mae, Freddie Mac, FHA, VA, and USDA loans on manufactured homes titled as real property. Documents footing depth, perimeter enclosure, blocking pattern, and anchorage.
Affixation Support Package
Engineering documentation supporting the real property conversion: foundation compliance letter, utility connection verification, and site sketch confirming permanent attachment. Accompanies the affidavit of affixation filed with the county recorder.
Conventional Structural Inspection
PE-stamped structural assessment for non-government loan products. Documents framing condition, load path, roof system, and any noted deficiencies. Used by conventional lenders, insurance carriers, and cash buyers who want PE-level documentation without the FHA compliance overlay.
Alumiconn Wiring Certification
Certification that aluminum branch circuit wiring has been remediated using Alumiconn connectors per manufacturer specification and applicable NEC requirements. Documents every remediated connection with photos. Accepted by major insurers for removal of aluminum wiring holds.
New Installation Certification
Post-installation inspection and certification for newly sited manufactured homes. Documents that the installation meets HUD Installation Standards (24 CFR Part 3285) and state installation requirements. Required before some dealers will release title or before financing closes on a new home.

Real files. Real outcomes.
These are representative cases — client and property details omitted — showing how Scapular's turnaround and approval record translates to closed loans.
FHA loan, Jefferson County MO — closing at risk
Loan officer received an underwriter stip for a PE structural certification 8 days before the closing date. Previous inspector had declined the file due to a non-standard pier configuration. Scapular inspected, identified that the configuration met HUD 4000.1 under an alternate compliance path, and delivered a sealed certification within 24 hours of the site visit.
PFGMH package, Pulaski County AR — refinance stall
Homeowner refinancing a manufactured home titled as real property. Title search revealed no recorded affidavit of affixation. Lender required both the PFGMH foundation certification and engineering support for the affixation. Scapular delivered the full package — foundation cert plus affixation support letter — in 48 hours, allowing the title agent to file and the refi to close the following week.
Alumiconn certification, St. Louis County MO — insurance hold
Seller's disclosure revealed aluminum branch circuit wiring in a 1973 home. Buyer's insurer placed a coverage hold pending remediation and certification. Electrician completed Alumiconn installation; Scapular inspected and certified every connection the same week. Buyer's insurer accepted the PE certification and removed the hold before closing.
FHA batch, rural Kansas — dealer pipeline
A manufactured home dealer in southwest Kansas running four simultaneous FHA loans needed structural certifications on all four homes within a two-week window. Scapular scheduled the batch into a single regional trip, inspected all four properties in two days, and delivered all four sealed certifications within the two-week window. All four loans cleared underwriting on first submission.
USDA RD loan, rural Iowa — foundation uncertainty
USDA Rural Development loan on a 1988 double-wide. Appraiser noted uncertainty about whether the foundation met PFGMH standards — the home had been re-sited and the original installation records were unavailable. Scapular conducted a full PFGMH inspection, documented the current foundation configuration, confirmed compliance, and delivered a sealed certification that satisfied the USDA field office reviewer.
